Organizing Police for the Future: An Update of the Democratic ModelUniversity of Alaska Anchorage, Alaska 99504 Dr. Angell has suggested that the conventional police organizational design has been responsible for problems in police and community relations, police morale and the coordination of police operations. He proposed a participatory community-based, collegial, police organizational structure called the "Democratic Model." In this article, he discusses ways to improve the original model and the impact of the original model.
